AMSC Charts Path for Growth with Strategic Budget Defense and DepDev Consultation in Koronadal

KORONADAL CITY — Adiong Memorial State College (AMSC) took significant steps toward institutional advancement on April 27, 2026, through a high-level Technical Budget Hearing and a strategic consultation with regional development planners.

The AMSC delegation, led by Dr. Sherifa Rohannie K. Adiong, convened at the Department of Budget and Management (DBM) Region 12 office for the fiscal defense.

The session opened with remarks from Regional Director Akmad J. Usman, CPA, CESO, setting the stage for the State College to justify its 2027 funding requirements.

During the hearing, Dr. Adiong presented a strategic budget proposal centered on two pillars: Expanding Access and Inclusivity and Institutional Advancement. The proposal emphasizes providing quality tertiary education to underprivileged students in Lanao del Sur and surrounding areas while simultaneously elevating the college’s State Universities and Colleges (SUC) Level Accreditation.

To support this growth, the State College is prioritizing investments in infrastructure, student services, and faculty development. Specifically, Prof. Sherifa Ainee Kadil detailed the Personnel Services budget, which includes a proposal for 15 additional Instructor I items intended to meet accreditation standards. This expansion is reflected in requested increases for basic salaries and Personal Economic Relief Allowances (PERA).

The defense also covered Maintenance and Other Operating Expenses (MOOE), presented by Planning Officer II Khalid Ibrahim. The college is seeking funds for mandatory accreditation activities, manpower development, and ICT supplies to support newly created offices and program expansions.

In a move to align the State College’s trajectory with regional growth, the AMSC team also conducted a courtesy visit and consultation with DepDev (formerly NEDA) Region XII. The team met with OIC Regional Director Romel Patrick E. Tanghal to discuss the State College’s role in the broader development framework of the BARMM region.

The twin events underscore AMSC's commitment to securing the resources necessary to transform into a premier center of academic excellence and social mobility in Lanao del Sur. The AMSC Budget Team also included Administrative Officers Samsida A. Pandapatan, Al-Mohiden Pandapatan, and Accountant III Saihana H. Ali.
