BPSU and AMSC Lead Public-Private Solarization Initiative to Power Mindanao Higher Education
Bataan Peninsula State University (BPSU) and Adiong Memorial State College (AMSC) launched a strategic "Solarization Initiative" at Balanga City, Bataan, partnering with PHILKO 18 Group of Companies, Inc. to address chronic power brownouts affecting academic operations at AMSC and neighboring Mindanao State University (MSU) in Lanao del Sur. Facilitated by BPSU President Dr. Ruby Santos-Matibag, the initiative adapts BPSU’s successful 670-kWp rooftop and 27 MW floating solar experience to deliver sustainable clean energy to Mindanao higher education.
The public-private partnership leverages a Zero Upfront Cost model, enabling state colleges to execute large-scale renewable energy transitions without immediate government capital outlays. Offered by PHILKO 18 President Michelle B. Sia, the project provides three versatile solutions tailored to campus infrastructure: grid-tied rooftop solar systems to reduce utility overhead, floating solar arrays on local water bodies, and ground-mounted solar farms. Implementation follows a five-step roadmap managed by AMSC President Dr. Sherifa Rohannie K. Adiong, Planning Officer II Khalid A. Ibrahim, and Board Secretary Sherifa Ainee O. Kadil, beginning with joint site inspections and comprehensive energy audits.
The transition secures reliable electricity for classrooms, research laboratories, and administrative offices while serving as an active learning platform for engineering and technology students. By establishing clean, self-sustaining energy grids and lowering utility expenses, the project frees institutional resources for academic enhancement across AMSC and MSU.
By bridging institutions from Luzon and Mindanao with private-sector clean energy leaders, AMSC and BPSU showcase a scalable cross-regional model for campus decarbonization and infrastructure resilience across the ASEAN community.
