Adiong Memorial State College Strengthens Records Governance at National Archives Workshop in Tagaytay

Tagaytay City — Seeking to elevate institutional standards for efficiency and accountability, Adiong Memorial State College (AMSC) successfully participated in the Regional Seminar-Workshop on Basic Records and Archives Management (BRAM) held from March 10 to 12, 2026, at Hotel Casiana.

Representing AMSC as completers of the intensive three-day program were Information Officer III Aliasgar Mimbalawag and Records Officer III Abdulgaffur M. Casim. Their participation underscores the college's commitment to mastering the complexities of managing public records, a vital component for any organization dealing with an enormous volume of documentation.

The workshop opened with a warm welcome from Ms. Gina M. Papa, Chief of the Training and Information Division (TID), who introduced the resource persons and provided the course overview. Ms. Ma. Katrina F. Fabella, Training Specialist I, served as the Master of Ceremonies and facilitated an expectation-setting activity to align the goals of the diverse group of participants.

The technical sessions for Day 1 were spearheaded by Mr. Terence Michael A. Tablizo, Supervising Records Management Analyst. Tablizo’s lectures focused on the salient features of Republic Act No. 9470 (The National Archives of the Philippines Act of 2007), which serves as the legal backbone for Philippine record-keeping. He also led discussions on the Introduction to Records Management and the critical processes of Records Creation and Control, emphasizing that records must be systematically managed from the moment they are created until their final disposition.

In Promoting Organizational Efficiency, the BRAM seminar is designed to provide participants with the knowledge and skills necessary to enhance an agency's Records and Archives Management Program (RAMP). By training officers like Sir Mimbalawag and Sir Casim, AMSC aims to promote organizational efficiency and mitigate the risk of legal sanctions associated with poor record maintenance.

The comprehensive curriculum extended beyond the first day to include the following; first, mail and files management led by Chief Archivist Remmel G. Talabis, focusing on uniform filing systems and mail control; second, records disposition conducted by Senior Records Management Analyst Ehxia R. Dondonilla, teaching the rules for the authorized disposal of government records; third, archives and security facilitated by Chief Records Management Analyst Virginia S. Raymundo and Training Specialist III Maita Espina-Abunales, covering the protection of records and the legal aspects of access to public documents.

The workshop concluded with an engaging question-and-answer segment and the submission of Action Plans, ensuring that the insights gained in Tagaytay City will be directly applied to improve the administrative operations of Adiong Memorial State College. Through this initiative, the college continues to prioritize the securing and preserving of public records for future reference and institutional integrity.
